The UAE put AI on the tourist's last stop. Refunds are where trust is won or lost

The news. The UAE's Federal Tax Authority has launched a paperless VAT refund for tourists that runs on AI, built with Planet, the operator of the country's tourist refund scheme. It is live at Zayed International, Dubai International and Sharjah International airports, Khaleej Times and The National report.

The flow has three steps. The tourist registers in the app with a face scan, a passport image and a bank card. At the airport they scan a QR code. The AI then sorts the purchases: the ones that need no check are refunded through the app; the ones that need a check send the tourist to a smart gate that recognises their face. The authority's director general called it an advance in the tourist experience "at their final point of contact with the country."

Why the last stop matters

That phrase is the interesting part. A government that wants to be a top tourism and shopping destination chose to spend its AI effort on the end of the trip, not the beginning.

It makes sense. A traveller forgives a slow check-in. They do not forget money they were owed and did not get back.

What we saw in the mail

Refunds are where trust between businesses breaks as well. When we counted more than 271,000 work emails from the desks I ran, the refund threads did not mostly come from clients. 41.2% of the refund emails came from suppliers. At most 14.8% came from clients, and 5.0% from hotels.

So the refund is not one conversation with one traveller. It is a chain: supplier, desk, client, and back. The UAE removed paper from the traveller's end of that chain. For an agency, the useful question is whether its own end is any clearer.

When a refund is owed in your agency today, who is the first to know?
